I think they are referring to what is also known as "plating" or "swabbing". Let's say you sample some pus from a suspected infected wound onto a Q-tip. To culture that sample and determine what organisms are growing, you swipe the Q-tip repeatedly over a petri dish in a set pattern which will disperse the organisms over the culture media. I think they mean doing the same with the bulb of the hair shaft.
